If you're looking south for a second residency, three countries come up again and again: Paraguay, Panama and Uruguay. All three are stable, welcoming and popular with expats — but they suit very different people. Here's an honest comparison to help you choose, written by a team that lives and works in Paraguay (so yes, we have a favourite — but we'll be fair).
The quick verdict
- Paraguay — the easiest and most affordable path to permanent residency, with a territorial tax system. Best all-rounder for most people.
- Panama — a polished, dollarised hub with strong banking and the well-known Friendly Nations visa, but higher costs and (for some routes) a deposit or investment.
- Uruguay — the most "European" feel: safe, organised and high quality of life, but the most expensive and with a real physical-presence expectation for tax residency.
Residency: speed & ease
Paraguay stands out here. You can reach temporary residency in roughly 90 days and move toward a permanent cédula on a clear timeline, with modest requirements. Panama's Friendly Nations route is straightforward for many nationalities but typically expects an economic tie (a job, a company or a bank deposit). Uruguay grants residency relatively accessibly too, but full processing and citizenship timelines tend to be longer and lean on you actually living there.
Taxes
All three are attractive versus high-tax Western countries, but they differ:
- Paraguay: a territorial system — foreign income generally untaxed, local income and companies at a flat 10%, VAT 10%.
- Panama: also territorial in principle — foreign-source income generally untaxed; local rates are higher than Paraguay's.
- Uruguay: offers a multi-year tax holiday on certain foreign income for new residents, after which foreign income can be taxed. Local rates are the highest of the three.
For globally mobile earners, Paraguay and Panama are usually the most efficient; Uruguay is best if you genuinely want to live there full-time and value the lifestyle.
Cost of living
This is where Paraguay wins clearly. A comfortable life in Asunción costs roughly half of Western Europe and noticeably less than Panama City or Montevideo. Panama has the most developed international banking sector of the three, which is a genuine draw for some. Uruguay's banking is solid and orderly. Uruguay is the most polished and is often rated the safest and most stable in the region. Panama offers a cosmopolitan, dollar-economy city with Caribbean and Pacific coasts. Paraguay is the most relaxed and affordable, with warm people, a low-stress pace and a strong family culture — less flashy, very livable.
